Lord of the Arbor and head of House Redwyne, a thin man with stooped shoulders and a few last tufts of orange hair, bannerman to House Tyrell of Highgarden. Wed Mina Tyrell, sister to Mace, and got on her the twin knights Ser Horas and Ser Hobber, called Slobber and Horror in the green boys' halls where they bullied Samwell Tarly, and a daughter Desmera. The Redwyne fleet of two hundred warships, with five times as many wine cogs and merchant carracks beside, is the greatest sea host in the Reach; Paxter commands it from his galleas the Arbor Queen, and in Robert's Rebellion he loyally kept that fleet at his liege lord's call, blockading Storm's End by sea for a year while Mace Tyrell pressed the siege by land.
After Cersei Lannister was taken by the Faith, Ser Kevan Lannister as Lord Regent named Paxter master of ships and lord admiral on King Tommen's small council, and sent him to break the last Baratheon hold on Dragonstone. Paxter meant to take the island slow, by starvation and mining, until the queen dispatched Ser Loras Tyrell of the Kingsguard to storm the walls instead and free the Redwyne fleet for the Reach, where the Crow's Eye and the ironborn had seized the Shield Islands and threatened the Arbor itself. With Loras grievously wounded in the assault, Paxter set his sails for home to bring his wine and his warships down upon Euron Greyjoy.
